Category Specialist

The Category Specialist is part of the North Sea Procurement and Supply Chain Management (PSCM) organisation.

The main purpose of this role is to implement and execute Category Management and other PSCM duties for the North Sea Region.

The role requires active involvement with suppliers and multi discipline teams to drive HSSE and other key performance measures, ensure alignment with various delivery strategies and to help guide these teams in a proactive, problem-solving manner. The role requires competence to execute all areas of category management such as strategic procurement and supplier management, and the ability to engage internal customers, functional specialists and other stakeholders whose support is critical for successful sourcing initiatives.

The role focuses on relevant Operational Management System (OMS) standards and shall further contribute to the Company’s priorities of strengthening safety (Safety & Operational Risk – S&OR), rebuilding trust and adding value to the business segment.

Responsibilities:

Category Management:
Comply with the PSCM Common Processes and Category Management processes. Contribute to the development of category strategies, plans and priorities, identifying opportunities to leverage value or mitigate risk from changes in markets. Where applicable, support and maintain relevant category specific materials control strategy and systems including alignment to the Company's stock management policy.

Strategic Sourcing:
Manage sourcing activities, prioritising and rebalancing against business objectives. Analyse the market sector(s) to establish how it is best levered for business benefit. Develop, compile and conducts prequalification exercises (Request for Information - RFI). Lead the full sourcing process which includes development of sourcing strategy, development of scope (i.e. provide support to the Technical Line), develop and conduct Request for Proposal – RFP, conduct evaluations of proposals received (including detailed analysis of commercial and contractual qualifications, exceptions and deviations, risk mitigation), prepare overall contract award recommendations for supplier selection, finalise contract execution, ensuring the appropriate business involvement at all stages of the process.?

Ensure application of an end-to-end (TCO) view in all sourcing decisions. Shape contractual terms and conditions, involving legal when required, employing best practice in contracting methods to manage risk and maximize value. Identify opportunities and realises value through effective use of strategic cost management tools (e.g. should cost analysis, e-auctions). Undertakes due diligence in mitigating all external supply risk from supplier selection through to contract execution.

Supplier Management:
Support the implementation of new contracts and change of supplier, ensuring efficient management of change and in particular effective handover to and understanding of contract terms by front line supervisors. Actively participate in Supplier Management, including ongoing contract management and control (including general administration, contract interpretations, follow up on compliance, handle disputes, S&OR), HSSE&Q support, collation of performance data. Facilitate with suppliers and other internal stakeholders for the development of relevant annual plans, key performance indicators and planning and execution of Performance Review Meetings (PRM).

General:

  • Participate in proactive team efforts to achieve departmental goals.
  • Intervene to ensure compliance with PSCM processes.
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardisation exists.
  • Handle minor as well as major contracts and purchases, and handle multiple contract activity sets simultaneously, including various tasks as required.
  • Maintain a sector(s) demand profile which reflects the intended business usage in the market(s).
  • Drive the development of overall North Sea Region overarching strategies and associated sourcing models to support sector management.
  • Demonstrates continuous efforts to improve PSCM operations requirements, decrease turnaround times, streamline work processes, and work co-operatively and jointly to provide quality seamless customer service.
  • Reporting of PSCM data to external parties (ESA and Norwegian Authorities) and internal lines, as required.

Start: Jan/Feb 2012 - End: 1 year,
